ARTICLE I: The league
will officially be known as
“Shamokin Moose Lodge 1149 Thursday Night Bowling League”
ARTICLE II: The league will consist of the following
officers:
1.
President
2.
Vice President
3.
Secretary/Treasurer
All officers of the league must be members of the Shaoomkin Moose and active bowlers in the
league.
ARTICLE III: A rules committee will consist of
all the team captains in the league.
They will rule on any problems, protests or violations that may occur
after consulting with their teammates. The majority of their vote will be
final.
In the case of a tie vote, the league president will cast the final
vote.
If the president is also a captain, the next officer below him will do
the voting.
This will continue down until we have a solution.
ARTICLE IV: All offices will run for a term of 1 year beginning
with the first meeting
of
the current year.
ARTICLE V: The first meeting of the year
must be held no later than 30 days before
the new bowling season starting date. The outgoing president will
notify the team captains of the date and time, and they, in turn, will
inform their team members. At this time, we will have the nomination/
election of officers for the coming year. After the election of officers,
they will immediately take over and conduct the meeting. At this time,
the league secretary’s salary will be determined to be that of all the
sponsor’s fees collected for the current year.
ARTICLE VI: By-laws can only be amended and must be approved
before the start of
the new bowling season. These by-laws will then be in effect for that
season.
ARTICLE VII: Eligible bowlers of the Shamokin Moose Lodge
1149 Bowling
must be paid up members of The Moose.
To
be considered a paid up member the bowler
must have his dues paid up through December of the year the bowling
season starts and shall also include the year when the second half of the
season begins.
If any council drops a member for non-payment of dues,
that bowler is no longer eligible to bowl on his or any other team. If his
dues are later paid, he may return to his original team. When the
secretary has been notified a member has been dropped for non-payment,
he will inform that member’s team captain of the date he was dropped
from the rolls.
He will no longer be eligible to bowl. If he does bowl
after that, the league secretary will forfeit the games in which he bowled
and adjust the win/loss record accordingly.
ARTICLE VIII: A bowler must be on his team’s roster before he can
be considered legal
to bowl.
If a team bowls with an ineligible bowler, that game will be
forfeited.
At the first meeting of the year, team rosters must be sub-
mitted.
Team rosters shall remain open until the end of the first round of
play (until all teams have bowled once). The night the second round
starts the rosters will be considered closed and any new members from
that time until the end of the season must have the approval of the
majority of the team captains. The captain of the team submitting the
new bowler has no vote on the matter. After the first meeting and
before bowling begins, it will be the duty of the leagues secretary to
ensure that all members of the league are paid members in their
respective councils. If someone is not a paid, current member, the
secretary will inform the respective team captain. It will then be the
responsibility of that team captain to see his bowler is paid before letting
him bowl.
ARTICLE IX: The league will consist of no more than
9 teams.
The league will bowl
4
man team and a team roster can carry as many men as the captain
desires.
It will be the responsibility of the team captains to be sure
team
members have the proper number of games bowled to be eligible
for
any league awards or league play that requires such.
ARTICLE X: If a bowler quits his team, he must notify
his captain of his intention. The
captain
will then inform the league secretary, who will verify with that
person
that he has indeed quit his team. From the point of verification, he
is
out of the league for the rest of the bowling season. Any prizes or
trophies
he may have earned will be forfeited. He will be eligible to bowl
on
any team he wishes the next season. Once the season is over, a bowler
may
go to any team he wishes to go to for the next season.
If
a team drops out of the league for any reason, bowlers from that team
can
be picked up by another team. Any money paid to the league by the
team
dropping out will be forfeited at that time.
ARTICLE XI: To qualify for prizes and awards or to participate
in any league in season
or
post season functions including first half, second half, or final roll off
matches, a bowler must have bowled no less than 1/3 of the games
bowled by his team at that point in the season. For final “High Average”
only, a bowler must have 50% plus 1 game of the games bowled. For all
mentioned prizes and awards a bowler must still be on his team roster at
the end of the season.
ARTICLE XII: Handicap for the league is 80%, with no limit
on the number of pins a
team can receive. John Doe has a 160 average with a 125 score for each
game.
A team can bowl with 2 bowlers and one John Doe for a score
and the average and score of the lowest game bowled in that game by a
member of the opposing team. A bowler will use his previous year’s
average regardless of the number of games bowled,
the first night he bowls. This includes the first week of bowling or the
first night he bowls if he does not participate in the first week of bowl-
ing.
A new bowler will take his highest average from another league
if he has bowled in one or more leagues in the previous year or at the
time he enters our league roster. If no average is available, he will use a
160 average.
Thereafter, he will use his average obtained in our league.
ARTICLE XIII: USBC Association dues must be paid to our league secretary
by the end
of October.
If not paid by then, the secretary will notify the captain of
the team affected. If the fee is not paid and the bowler continues to
bowl, the games he bowled will be forfeited, and the league will adjust
the standings accordingly. Once he pays his dues, he will again be
eligible to bowl on his team again. Every member on a team roster must
be an USBC member with our league.
ARTICLE XIV: All sponsorship fees must be paid by the end
of October.
If not paid by
then, the secretary will notify the captain of the team affected. If the fee
is not paid the next week, every game the team bowls after the last week
in October will be forfeited, and the league will adjust the standings
accordingly.
Once the sponsor pays the dues, the team will again be
eligible to bowl.
ARTICLE XV: Bowling will start at 6:45 pm and 8:30 pm. A 15 minute leeway will
be given at either time if a team doesn’t have 4 bowlers present. If
your team does have 4 bowlers present and the opposing team also
has 4 bowlers present, both teams must begin to bowl at this time.
There will be no exceptions made!!!
ARTICLE XVI: For any roll offs, designated lanes will be
decided by mutual agreement
of the team captains involved. These lanes must be the lanes normally
used by the our league if available by lane management. If the team
captains are unable to agree on a set of lanes, it will be decided by the
highest card drawn by the captains from a deck of cards.
King-high/Ace-low)
Winners of
any roll off will be decided by winning 2 of 3 games
bowled
(same as normal league play) if only 2 teams are involved. If
more than
2 teams are involved, a 3 game total pins format will be used
with rotation
of lanes and team assignments if possible.
ARTICLE XVII: When any official meeting is held and is considered legal
and a vote is
required for any reason, the majority rules regardless of the number of
bowlers present. Anyone not attending the meeting will have no effect
on the decision made. The decision will be considered legal and
binding.
All members need to make every effort to attend the meetings.
ARTICLE XVIII: The league championship trophy shall be called the
“JOE HONECKER CHAMPIONSHIP AWARD”
and shall be inscribed as such.
ARTICLE XIX: The most improved bowler trophy shall be called the
“JOE O’NEIL AWARD”
and shall be inscribed as such
ARTICLE XX: The high average award shall be called the
“JOE PETROVICH AWARD”
and shall be inscribed as such
ARTICLE XXI: Any rules not covered by these By-Laws will be governed by
The USBC Official Rule Book
